Although not really list related, prior to the CJB (the draconian

beats) there was actually a law in Britain called SUS. This was if the
police had any suspicion that you may be about to break the law they
could arrest you and hold you without any charges for 24 hours. The Ruts
wrote a great tune about it - SUS.
