SWAN: new subject headers

The BOC-L list is now the BOC/Hawkwind/Steve Swan mailing list.

All messages about steve swan should have the standard SWAN heading
so that those deluded fools who do not believe they are Steve Swan may
remain blissful in their ignorance.

All messages from Steve Swan, regardless of topic, regardless of the alias,
should also include this header.
