OK; "De mäktiga" is plural but the english phrase is in singular, right?!
...and you have to put "ej" in the end of the sentence.
"De mäktigas svärd sover ej:" is OK if you want to use the plural form.
or in singular; "Den mäktiges svärd sover ej".
But it sounds quite silly... a little more poetic translation could be like;
"Den mäktiges svärd _vilar_ ej"
But I think this one is the best:
"Ej vilar den mäktiges svärd" (or "Ej sover den mäktiges svärd".)
"Vila" ="rest"... but in this context it works better than "sova/sleep".

ps ... and where did you find this phrase? ds
"Byalagen är rådgivare åt de politiska nämnderna, så är det."
