In terms of a second-hand item; yes. Once you give someone something as a
gift, you cannot control what they do with it. Of course, if this was not a
gift to passport holders etc, what was it?
IMHO, selling something that someone does not really want in aid of a good
cause is a pretty reasonable thing to do.
