HW: why was Roadhawks never released on CD?

Surely every track that was on Roadhawks has since been released on CD
in one way or another?  You could always "roll yer own" :)

That aside, would it be EMI who would have the rights to the Roadhawks
compilation?  They may have reached the opinion that the market for HW
compilations is a tad oversaturated these days :)
