OFF: The Mars Volta - Frances the Mute

This disc has been getting a lot of press lately, it even got a half-page
article in the New York Times, but this quote about Frances from an online
forum made me sit up and take notice...

Anyone actually heard the album, and if so, is the above quote even
remotely accurate?
