BOC-L Digest - Economics blurb

The problem may be (looking at the header) is that they are subscribed
to BOC-L in digest mode which doesn't separate out the different header
types - everything is lumped together in one message no matter what the
header content.   Consequently the digest message is likely, in some
cases, to consist almost entirely of various economics posts!
